In the last years of the twentieth century, economic globalization  accelerates the process of urban concentration increasing the diversity of social groups and communities and culturally diverse cities, through processes of migration, national and international leading the interpenetration of populations and different  forms of lifes in the space of major metropolitan areas in the world.

The global is located. The arrival and stay of foreigners is a reality recognized demographically and institutionally consolidated through plans and programs at all levels of government. It is a fact as both a process of historical change, global political and irreversible, leading to many practical and theoretical confusion disorientation and demand effective action. The questions produce a mirror effect that forces us to rethink the fundamentals of our social organization in accordance with the principles of democracy and justice.

The construction of an inclusive and respectful of human rights society is a shared responsibility: and the host society must recognize and value the needs and contributions of foreign persons as full citizens in terms of equality and without discrimination and in turn, foreign people seek their integration while respecting the values of the Constitution, laws and social norms of their new country.

Thus, this two-way process requires the incorporation of cross-cultural patterns by different actors for the purpose of ensuring the effective integration, Interculturalism, communication and respect for human rights. The result of this interaction is the New Society, fair, inclusive and cohesive, with new cultural realities, which all of us are enriched and transformed.

Social cohesion is thus based on constitutional principles and dialogue, respect and positive valuation of diversity. Managing our diversity ensuring justice and equality is no longer a "good thing" but an imperative in a changing world. The social construction of the new model requires a process of mutual integration, continuous, dynamic and comprehensive which recognizes and values diversity and develop attitudes and behaviors of recognition of the other in its difference, in all its dimensions through efforts to promote awareness changes in attitude and behavior and requiring positive action to create opportunities and measures to support and encourage individuals to seize these opportunities. Dialogue and tolerance are so democratic imperatives of coexistence as the clash between different cultures give rise to disputes, its successful management, without denying them, depend on social cohesion.

Talking to fully disclose favorable attitudes allows us to find the common interest and social cooperation in opening oneself to another, welcome, respect, listening, sharing critics and reflection, serenity and time given each other, discard fear, excessive caution and ironic or derogatory treatment.

Tolerance is a sign of personal maturity, which is resolved to make constant effort to understand and respect differences in people through dialogue and peaceful coexistence. Tolerance is not permissiveness, indifference or passivity, but a strong willingness to pay active attention with our thought and action to different opinions, beliefs, values and specific behaviors that differ from ours, from the consideration that others may have a piece of truth or that we do not possess the whole truth.

Promotion of Dialogue and Tolerance happens, therefore, by promoting and strengthening democratic education, as enables us to think and behave in an autonomous, rational, creative and caring way,

that is, for an education that offers people the knowledge and skills needed to judge by themselves, build their life plan and manage their projects with others.

Our world is wide and not ours, together we can change it.
